The art of hoodwinking

Some people have embarked on ‘diplomatic mission’ to Delhi, away from chill and discomforts it brings about back home; some others have taken off to splendid Europe and beyond to what they claim showcase Kashmir in its “true perspective.” This has been going on for past many decades. What is the outcome? By the way, who foots the bill (for such sojourns) ?
